They way I approached this level was to first try to join and blow up as many of the fire+ice bombs as possible.
The paint cans can be useful for painting in between the fire+ice to have them join.
Trying to save the paint for later is not easy because of all the bombs (they just get blown up) so use them wisely.
Hopefully there will still be a few stray fire and ice blocks on the board once the majority are blown, these can be joined towards the bottom of the game to help clear any remaining blocks.
After the bombs are blown, work your way carefully down the board making the best matches you can, including large groups to build up the block buster (hammer or pick) booster.
In this level the block buster booster can be handy to break diagonal patterns and slip the blocks into matching rows, or to just take out the odd stray block that is in the way.
Clear 100% levels are also a great opportunity to use any hammers bought with your free in-game coins.
