The method used in this video example is to gather all the Pets in their carriers on the sides of the game, then pop their balloon color.
Usually by the time you've done the collecting there have already been a few Pets saved and these complete the number needed.
Some players prefer to get all the Pets down via the middle section of the game and ignore the sides, this can also work.
