To save the bears you don't have to clear everything on the board, but getting rid of the liquorice links is necessary to get things started, plus clearing all the honey to find the bears!
Concentrate on the Candy in the middle of the board, and any that are in beside the blockers to clear them.
But mostly, this Level is all about special candies.
Try to create and mix as many special candies as you can to help clear things more efficiently.
At first downward striped candies are very helpful, then towards the bottom, use horizontal ones, if you can, to clear whole rows of honey.
And, when ever you can, match them with another special candy for maximum results.
